It ranks among the most challenging regions in China for solid waste management. Restricted by the unique plateau climatic conditions, traditional waste treatment equipment suffers from low operating efficiency and insufficient combustion, accompanied by excessive pollutant emissions and frequent secondary pollution, which has long restricted local ecological protection and sustainable green development.

To address the bottlenecks of waste treatment in high-altitude areas, Hongli Shengde Environmental Technology Co., Ltd. successfully constructed and delivered Chinas first domestic domestic waste high-temperature pyrolysis and gasification project adapted to extreme alpine and frigid working conditions in Dulan County, Qinghai Province. The project adopts independently developed waste treatment equipment and techniques included in the National Science and Technology Achievement Database. Its completion fills the technical gap of efficient, stable and environmentally friendly waste treatment in high-altitude regions, marking a key technological breakthrough in solid waste management under extreme environmental conditions and setting a benchmark project for the industry.


Domestic Waste Incinerator

This is also the first high-temperature pyrolysis and gasification furnace project in Chinas high-altitude regions to obtain an official pollutant discharge permit. Verified by long-term on-site operation, the equipment can operate stably and continuously under extreme environments with low pressure, low temperature and oxygen deficiency, realizing ultra-low emissions, smokeless and odorless operation as well as harmless disposal. It thoroughly solves the industrial pain points of difficult waste treatment, hard environmental compliance and high operation and maintenance risks in plateau areas, providing a mature, reliable and compliant overall solution for waste management in alpine and high-altitude regions nationwide. The project forms a complete closed loop from technological research and on-site verification to compliant operation, serving as a replicable standard model for the approval, construction and operation of similar environmental protection projects in high-altitude areas.

Equipped with Hongli Shengdes self-developed 3T+E high-temperature pyrolysis and gasification technology, the project adopts precise temperature control and intelligent process regulation to inhibit the generation of toxic pollutants such as dioxins and Polycyclic Aromatic Hydrocarbons (PAHs) at the source. According to official operational detection data, the peak dioxin emission concentration of the system is only 0.035ngTEQ/Nm³, which is far below the local standard of 0.5ngTEQ/Nm³ specified in the Technical Guidelines for Rectification of Small Domestic Waste Thermal Treatment Facilities in Qinghai Province, and significantly superior to the national standard limit of 0.1ngTEQ/Nm³ stipulated in the Pollution Control Standard for Domestic Waste Incineration (GB18485-2014). The ultra-low emission performance fully verifies the outstanding stability and environmental superiority of the equipment in extreme high-altitude environments.

Targeting the special plateau working conditions of low air pressure, oxygen deficiency and large diurnal temperature differences, Hongli Shengde has carried out special adaptive optimization on equipment structure, combustion technology, air supply system and temperature control system. This completely eliminates the common problems of traditional equipment such as insufficient combustion, unstable start-stop operation and large working condition fluctuations on plateaus, ensuring the year-round continuous, safe and stable operation of the entire pyrolysis system. The project has established a standardized technical and engineering system applicable to alpine and high-altitude regions, offering practical and mature solutions for the harmless and quantitative reduction treatment of domestic waste in similar extreme environments including Tibet, Gansu, Western Sichuan and Xinjiang.

The successful implementation of the Qinghai high-altitude waste pyrolysis project not only demonstrates the core technological strength of the enterprise, but also serves as a practical initiative to respond to national ecological civilization construction, implement the environmental governance planning of the 15th Five-Year Plan, and improve the modern environmental governance system. Drawing on the experience of the "Ten-Million-Village Project" in rural governance, the project effectively solves the problem of "waste surrounding villages" in remote plateau areas. It realizes on-site harmless treatment and quantitative reduction of rural domestic waste, greatly reduces the cost of waste collection and transportation, comprehensively improves the living environment of high-altitude rural areas, and makes up for the shortcomings of ecological governance in remote regions. Furthermore, it provides solid technical support and engineering demonstration for advancing agricultural and rural modernization, facilitating comprehensive rural revitalization, and building a solid ecological security barrier on the plateau.
