In Haixi Prefecture, Qinghai Province, at an altitude of 4099-m with fragile ecological environment and harsh climatic conditions, waste treatment has long been a challenging technical and engineering problem. Restricted by low oxygen levels, low atmospheric pressure and extreme low temperatures, conventional waste treatment solutions tend to operate at low efficiency and may trigger secondary pollution, which constrains local ecological protection and sustainable development.
Against this backdrop, Hongli Shengde Environmental Technology Co., Ltd. leverages its independently-developed process High-Temperature Pyrolysis-Gasification Treatment Equipment and Process for Rural Domestic Waste, which is included in the National Science and Technology Achievements Database. The company has completed construction and delivered a domestic waste pyrolysis treatment project in Dulan County, Qinghai, adapted to high-altitude and cold-region working conditions. This project delivers a referable engineering practice for similar projects in high-altitude cold regions.

Delivered by Hongli Shengde Environmental Technology Co., Ltd., the high-temperature pyrolysis-gasification project in Dulan County, Qinghai has obtained the pollutant discharge permit. Actual on-site operation data shows that the technology can adapt to extreme environments and deliver stable treatment with ultra-low emissions, offering a feasible solution for waste management in high-altitude and cold regions across China.
From technical verification to permit approval, Hongli Shengde has achieved practical progress from technical feasibility to regulatory compliance, providing practical references for approval and construction of similar projects.
Adopting Hongli Shengde’s self-developed 3T+ high-temperature pyrolysis-gasification technology, the system precisely controls process parameters to reduce pollutant formation at source. The maximum measured dioxin emission concentration of the project is only 0.035 ngTEQ/m³. This performance surpasses the 0.5 ngTEQ/Nm³ requirement specified in Technical Guidelines for Rectification of Small-Scale Domestic Waste Thermal Treatment Facilities in Qinghai Province, and is also better than the 0.1 ngTEQ/m³ limit set out in Control Standard for Pollution from Domestic Waste Incineration (GB18485 2014), demonstrating favorable environmental performance under high-altitude operating conditions.
The successful delivery and operation of Hongli Shengde’s high-altitude waste pyrolysis project in Qinghai represents a practical exploration in response to national environmental governance plans and improvement of the modern environmental governance system. It also provides environmental protection solutions for agricultural rural modernization and rural revitalization.
Drawing on practical experience from the “Ten Million Project”, the project addresses rural waste disposal challenges.
